By 0:30 the next morning it covered 22 municipalities, with six cities also under a separate Level 5 Landslide Special Warning.</p><p>English coverage led with &#8220;Japan issues first-ever top-level rain warning.&#8221; The more interesting Japanese fact went unreported: Japan replaced the entire naming system for its disaster weather information on May 28, 2026, aligning warning names with the five-stage evacuation alert levels. This was the first time the new heavy rain and landslide special warnings had been issued at all. The landslide warning is now an independent track rather than a subcategory of heavy rain, which is why Chiba received two Level 5 warnings covering different sets of towns.</p><p>Three points from the full analysis:</p><ul><li><p><strong>The intensity, not the volume, set the record.</strong> The AMeDAS station in Chiba City recorded 115.0 millimeters in the hour ending at 18:48, its highest since observations began in 1966. Nationally, hourly rain of 100 millimeters or more occurs about four times a year across all 1,300 AMeDAS stations combined, according to the Japan Meteorological Agency&#8217;s Climate Change in Japan 2025 report. That category of downpour recurred repeatedly across one prefecture in one night.</p></li><li><p><strong>The design assumption has officially moved.</strong> The Ministry of Land, Infrastructure, Transport and Tourism&#8217;s proposal on flood planning, revised in April 2021, states that under a 2&#176;C scenario the frequency of floods at the scale current plans target roughly doubles, and that floods exceeding what facilities can hold will certainly occur. Japanese sewers are typically designed for a once-in-five-years rainfall, around 50 millimeters per hour in Funabashi City&#8217;s published plan.</p></li><li><p><strong>The maps are the bottleneck.</strong> Internal flooding, water backing up out of drains rather than over riverbanks, accounts for 68 percent of inundated buildings nationwide. Yet only 148 municipalities had produced internal-flood hazard maps as of the end of September 2023, against a national target of about 800 by FY2025.</p></li></ul><p>Both people found in critical condition that night were on flooded roads, not in flooded homes. Guided by Sakhalin Region Governor Valery Limarenko, he toured a fish processing plant, sampled salmon roe, visited a hospital and a school, and told residents the place felt like a resort. Counting his years as prime minister from 2008 to 2012, it was his first time on the islands, and he is the second Russian head of state to set foot there after Dmitry Medvedev visited Kunashiri in November 2010.</p><p>The day before, Putin had inspected a large border defense exercise in Yuzhno-Sakhalinsk. According to a Jiji Press report of August 12, 2026, the exercise that began on August 4 involved more than 13,000 personnel, about 60 vessels and about 30 aircraft across the Sea of Japan, the Sea of Okhotsk and the northwestern Pacific. Foreign Minister Toshimitsu Motegi protested that the four islands are Japanese territory historically and under international law, and summoned the Russian ambassador the same evening. Prime Minister Sanae Takaichi called the visit intolerable and said she had learned of it only that afternoon.</p><p>Three points are worth holding onto.</p><ul><li><p>The staging matters more than the exercise. A hospital, a school and a fish plant assert that this is an ordinary Russian province rather than contested ground. That is a stronger claim than a flag over a military site.</p></li><li><p>The two southern islands were always different. The National Institute for Defense Studies East Asian Strategic Review 2017 records that the Soviet Union stationed ground troops on Kunashiri and Etorofu to stop American forces from seizing them as forward bases guarding its Sea of Okhotsk submarine bastion, while the northern Kurils got no comparable garrison. Shikotan and the Habomai group, the two Moscow offered in 1956, form no part of that wall.</p></li><li><p>The timing is genuinely ambiguous. Japan&#8217;s and Russia&#8217;s foreign ministers spoke in July for the first time since 2022, but Putin had signalled this trip back in January 2024. The order calls the list non-exhaustive. Executive Order 14419 defines birth tourism as entry on a nonimmigrant visa for the purpose of giving birth, and authorizes visa refusal, revocation with permanent inadmissibility, removal, and action against the agencies that arrange the trips. On August 11, five days after the signing, the ACLU and other groups filed to block the orders in the federal district court in New Hampshire, before the same judge who ruled against the administration&#8217;s first attempt.</p><p>Three points worth holding onto:</p><ul><li><p>The entry side is not new. A State Department rule published on January 24, 2020 already excluded birth tourism from the definition of travel for pleasure and created a rebuttable presumption against B visa applicants a consular officer believes will give birth during the visit. That rule states it does not cover Visa Waiver Program travellers, and Executive Order 14419 is likewise confined to nonimmigrant visas, so ESTA arrivals from participating countries including Japan sit outside both.</p></li><li><p>The scale is contested by an order of magnitude. The Center for Immigration Studies estimates 20,000 to 26,000 births a year after revising its own earlier figure of 33,000, the Niskanen Center puts it under 2,000, and the CDC counted 9,576 births to mothers resident abroad in 2024. Against 3,606,400 total births in 2025 according to CDC provisional data released in April 2026, even the highest estimate is under one percent.</p></li><li><p>Every exception the Supreme Court has recognized rests on a parent&#8217;s status placing them outside complete United States jurisdiction, not on a parent&#8217;s conduct. That is why the fraud category is the novel one. The Court struck down the administration&#8217;s broader 2025 order in Trump v. Barbara on June 30, 2026, affirming the injunction below by a vote of 6 to 3, and the new order is drafted to expand the exceptions that decision acknowledged rather than to contradict it.</p></li></ul><p>Ireland narrowed unconditional birthright citizenship by constitutional referendum in 2004, Australia by legislation in 1986. The United States has both routes. Around noon on August 9, three women swimming off Hokota City in Ibaraki Prefecture were pulled under by waves; a 23 year old died and a 24 year old was in critical condition as of August 10. The spot was not a designated bathing beach. It sat beside a headland, an artificial promontory around which rip currents form readily.</p><p>The day before, a 40 year old man drowned in the Kamoyama River in Aichi Prefecture trying to reach his sixth grade son, who was rescued by his mother. The river was about two meters at its deepest, and none of the three wore a life jacket. On August 10, a father and two children were knocked off a float near Kakudahama beach in Niigata; the 13 year old daughter and 8 year old son died. Wave height was reported at around 30 centimeters, and a swimming advisory had been in effect since that morning.</p><p>Three points worth holding onto:</p><ul><li><p>The people who drown are not who most readers picture. According to the National Police Agency&#8217;s September 2025 summary of the 2025 summer season, 241 people died or went missing, of whom 44.8 percent were aged 65 and over, and the leading activity was fishing at 52 people, or 21.6 percent. The sea accounted for 47.3 percent of deaths and rivers for 39.0 percent.</p></li><li><p>Visible calm is not information. On August 10 a 70 year old angler died after falling in water about one meter deep in Akita Prefecture. The Japan Coast Guard describes rip currents as 10 to 30 meters wide and moving at 1 to 2 meters per second or faster, the speed of a river rapid, and states that an adult standing knee deep in one is easily swept off balance. Ibaraki Prefecture says even an Olympic level swimmer would be carried out.</p></li><li><p>The one mandate Japan has stops at the shoreline. Since February 2018 everyone aboard a small vessel must wear a life jacket, and since February 2022 a skipper who does not enforce it takes two demerit points, because a boat has a licensed responsible party. Coasts and rivers have no equivalent. Supervision is also thinning: the Japan Travel and Tourism Association counted 969 beaches opened for swimming in 2024, down from 1,379 in 1993.</p></li></ul><p>The evidence is genuinely incomplete. The Japan Coast Guard&#8217;s 2020 report found that among people who fell overboard from vessels, 11 percent of those wearing a life jacket died against 52 percent of those not wearing one, but that describes boaters, not swimmers, and no Japanese statistic measures the effect while swimming. The notice went up the previous day. The game had been running since December 14, 2017, roughly eight years and eight months, and its closing statement said unused paid currency would not be refunded, citing the terms of service. The operator, Ambition Inc., is reported to have entered bankruptcy proceedings in July, after a Tokyo District Court preservation administration order on July 3.</p><p>Japanese live service games do not usually end this way. The customary sequence is months of notice, a halt to sales, refunds of unused balances, then servers off. Japan&#8217;s Payment Services Act treats those balances as something an issuer must return when it discontinues the business. Here the game did not fail. The company under it did, and the entire ritual went with it.</p><p>A week later, the credit research firm Teikoku Databank reported 10 bankruptcies among mobile game companies for January through July 2026, against three for all of 2025, and projected the year would beat the record of 12 set in 2015.</p><p>Three points worth holding onto:</p><ul><li><p>The market is not shrinking. Japan&#8217;s domestic game content market grew 8.0 percent in 2025, and playing time per person rose. What is failing is mostly small studios and the subcontractors who build for larger publishers. Teikoku Databank&#8217;s count includes both.</p></li><li><p>The tailwind that created those studios has stopped. Through the early 2010s, smartphone adoption delivered millions of first time players a year, so a modest team could ship a hit. Today a new title must take hours from someone already playing Genshin Impact or Monster Strike. Sensor Tower describes the industry shifting from acquiring new users to deepening spending among existing ones. Meanwhile development budgets climbed into the hundreds of millions of yen.</p></li><li><p>The winners are leaving too. GungHo, which built the era with Puzzle and Dragons, posted an operating profit decline of 71.1 percent for the fiscal year ended December 2025 and is pivoting to global console and PC development. Close to six in ten of Japan&#8217;s top grossing mobile titles already ship a PC version. The category boundary called &#8220;mobile game&#8221; is dissolving from the developer side.</p></li></ul><p>The end of the jackpot era is a sign of maturity. It also leaves a question nobody has answered: when a company exits, where does the work live? The scenario, the voice recordings and eight years of accumulated play in Tales of the Lost have no mechanism to run again. He becomes chairman of that unit and chief scientist of Alphabet, keeps the chief executive role at Isomorphic Labs, and hands operations and Gemini model development to Koray Kavukcuoglu, who takes them as senior vice president reporting directly to Sundar Pichai rather than as chief executive.</p><p>The same day, Google chief scientist Jeff Dean left with Sanjay Ghemawat, Oriol Vinyals and Quoc Le to found Discovery Loop, a Palo Alto public benefit corporation built to automate the loop of scientific research. Google&#8217;s blog names Alphabet as a founding investor and cloud partner. Alphabet has not explained the timing, and its shares were reported to have fallen 4 percent.</p><p>Three points worth holding onto:</p><ul><li><p>The exodus reading only gets you halfway. Jeff Dean&#8217;s departure is genuinely heavy, and it follows Noam Shazeer to OpenAI and Nobel laureate John Jumper to Anthropic in June, with the AlphaFold team reported disbanded. But Hassabis is staying, Alphabet is funding Discovery Loop and selling it compute, and Gemini passed to an operational lead in what looks like a planned handover. Nobody funds a defection.</p></li><li><p>It looks like Anthropic in 2021, with the capital running backwards. Anthropic&#8217;s founders split over how AI should be built; Discovery Loop&#8217;s four are betting on what it should be used for. OpenAI and Anthropic now compete head on, while Google invested in the company its people left for. Amounts and terms are undisclosed, so the thickness of that tie cannot be measured.</p></li><li><p>The structural point is older than AI. Bell Labs could fund basic research because a telephone monopoly generated the surplus; Xerox PARC invented the personal computer and watched Apple sell it. OpenAI started as a lab and became a business; Google&#8217;s acquired lab became the core business and is shedding its scientists. Foreign residents reached 4,031,159, passing four million for the first time, which held the combined total at 123,767,642. Tokyo was the only prefecture where the Japanese population grew, and no prefecture recorded natural increase.</p><p>Three points are worth separating out.</p><p>The decline is almost entirely natural. Births among Japanese nationals came to 670,467 in 2025 against 1,593,475 deaths. Net migration of Japanese nationals was a positive 6,264, so the gap between births and deaths explains nearly all of it. Because the generations who would have children are themselves smaller, a higher fertility rate would not turn the number of births around for a long time.</p><p>Nationally the change is gradual, locally it is not. The total population fell 0.45 percent over the year. But 99 percent of Japan&#8217;s water utilities cannot fund facility renewal from tariff revenue, and roughly 23,000 kilometres of local bus routes were discontinued over 16 years. Fewer users make the cost heavier for those who remain.</p><p>The comparison is not Japan against the world. Japan&#8217;s fertility rate of 1.14 sits above South Korea&#8217;s 0.8 and Singapore&#8217;s 0.87, and below France&#8217;s 1.61. The magnitude was 7.1 at a depth of about 16 kilometres, the first shindo 7 reading since the Noto Peninsula earthquake of January 2024.</p><p>At Aeon Mall Kumamoto in the town of Kashima, staff moved shoppers out of the building as soon as the shaking started, and prefectural authorities say about 200 people were outside before what came next. Around 18:00, calls reporting an explosion reached local fire services. Exterior walls were blown away across a wide span and part of the second floor collapsed. As of the evening of July 29, Japan time, Aeon&#8217;s president said three people had died at the mall and one was in cardiopulmonary arrest, while the prefecture put the overall earthquake toll at 12 dead, six in cardiopulmonary arrest and at least four unaccounted for.</p><p>Three points:</p><ul><li><p>The cause is not established. Senior government officials were reported as saying an LP gas leak may have been involved, while stating that the cause had not been identified. Police and fire authorities have not completed their determination.</p></li><li><p>Seismic strength and post-quake safety are separate systems. Japan&#8217;s building code governs structure.
